WIB Announces Career and Youth Service Providers for Tulare County

Every four years, the Workforce Investment Board (WIB) of Tulare County undergoes a competitive procurement process to select the organizations that will deliver WIOA Title I Adult, Dislocated Worker (Career Services), and Youth Services. This is a standard, federally required process that ensures the community receives high-quality, equitable, and effective workforce services.
We’re excited to share that the 2025 procurement cycle is complete—and we are welcoming a strong group of partners who will help us continue supporting Tulare County residents in achieving their career goals.
After a thorough review, the following organizations were deemed qualified to deliver services:
Career Services Providers
Proteus, Inc.
Career Team LLC
Community Services Employment Training (CSET)
Central Labor Council Partnership (CLCP)
Out-of-School Youth Services Providers
Proteus, Inc.

Community Services Employment Training (CSET)
While all of these providers met the qualifications, CSET and Proteus, Inc. have been selected to deliver direct Career and Out-of-School Youth Services in Tulare County starting July 1, 2025.
Here’s a quick look at the service areas:
CSET will provide services at the Visalia Comprehensive Center, Tulare Affiliate Center, and nearby rural areas such as Goshen, Patterson Tract, Earlimart, Ivanhoe, Pixley, Tipton, Exeter, and Farmersville.
Proteus, Inc. will serve at the Porterville Comprehensive Center, Dinuba Affiliate Center, and rural areas including Strathmore, Lindsay, Woodlake, Cutler-Orosi, Delft Colony, East Porterville, London, Poplar-Cotton Center, Richgrove, Three Rivers, and Woodville.
We’re still finalizing plans for the In-School Youth (ISY) Program. We are actively working on identifying school site partners and funding strategies. In the meantime, services for this population may be paused temporarily. If you're a current participant or interested in joining the youth@work program, contact us to explore other support options that may be available.
No Disruption in Services
This transition is not related to any federal funding cuts, and there will be no disruption in services for customers. Programs will continue to operate at Employment Connection Centers and youth@work locations across the county.
We’re also developing a comprehensive transition plan to support a smooth shift between providers. Subrecipient staff and stakeholders will be guided every step of the way to ensure seamless service for our community.
