Training Incentives
 

The WIB offers subsidized employment programs to help Tulare County businesses grow and thrive. These services provide wage reimbursement, training support, and access to qualified job seekers—reducing hiring costs while building a strong local workforce. Partner with the WIB to invest in your team and your community.

Subsidized employment

Subsidized employment (transitional jobs/work experience) programs offer businesses the opportunity to host new workers at no cost, with wages paid through local funding sources. This approach helps employers meet staffing needs while providing individuals with valuable hands-on experience and skill development in a real work environment. 

Key Benefits:

  • Individuals placed are not on the employer's payroll

  • 100% of an employees' wages are subsidized for 16-480 hours, contingent on the candidate's skill assessment

  • The minimum pay rate is the CA or local minimum wage, or the minimum wage specific to the industry

On-the-Job training

On-the-job training (OJT) is a program that offers businesses reimbursement for wages to cover costs associated with training new employees. The program is designed to assist employers in onboarding individuals who do not have all of the required skills for a specific role. 

Key Benefits:

  • Pre-screened candidates

  • Reimbursement of 50% of employee wages

  • Training spans 160-360 hours, contingent on the candidate's skill assessment

Employer Eligibility:

  • Complete pre-award survey

  • Workers' compensation certificate of insurance (accord certificate)

  • W-9 / Form 590

  • Job description of the job opportunity
