Procurement

The WIB uses a procurement process to ensure that materials and services are obtained in an effective manner and in compliance with the provisions of applicable Federal statues and executive orders. The WIB seeks to provide a  "level playing field" for all potential competitors/bidders or proposers.

Request for Proposals

The Workforce Investment Board of Tulare County (WIB) is seeking prequalified vendors to provide creative marketing and media services on an as-needed basis over a three-year period.

Services may include but are not limited to:

• Video production

• Photography

• Printing

• Graphic design

• Website content

• Other related creative services

Quote packages for the prequalified vendor list will be accepted twice a year. The quote deadlines are the first Friday of May and the first Friday of November.

The Workforce Investment Board of Tulare County is pleased to announce the release of the Request for Applications (RFA) for Industrial Equipment under the Good Jobs Challenge grant. This funding opportunity provides up to $100,000 for equipment procurement to support industry-recognized training aligned with employer demand in Tulare and Kings Counties.

 

Application Requirements

  • Download the Request for Application

  • Complete all sections of the Application 

  • Complete Section 5: Budget Summary.

  • Demonstrate how the requested equipment will be used in training Good Jobs Challenge participants.

  • Provide program timelines for equipment purchase, installation, participant enrollment, and projected completion.

  • Indicate the number of participants projected to train utilizing the equipment by June 2026.

  • If the request exceeds $100,000, provide documentation of leveraged funds to cover costs beyond the award limit.

 

Suggested Supporting Data:

  • Letters of support or feedback from industry partners validating the equipment need.

  • Enrollment projections and training outcomes tied to the equipment.

  • All applications and supporting documents must be received no later than 5:00 pm on Wednesday, October 15, 2025

We encourage all public and private training providers in Tulare and Kings Counties to apply.

The Workforce Investment Board of Tulare County (WIB) is seeking high school partners to participate in the  youth@work – Leadership, Education, and Pathways to Employment (LEAP) Program for the 2026 calendar year. This initiative provides career readiness services, paid and unpaid work experience opportunities, and ongoing support to low-income juniors and seniors who face significant barriers to success. 

​

Selected schools will partner with the WIB and designated Youth Subrecipients to deliver services on campus that are compliant with the Workforce Innovation and Opportunity Act (WIOA) Title I.
