Procurement

The WIB uses a procurement process to ensure that materials and services are obtained in an effective manner and in compliance with the provisions of applicable Federal statues and executive orders. The WIB seeks to provide a  "level playing field" for all potential competitors/bidders or proposers.

Request for Proposals

The Workforce Investment Board of Tulare County is seeking competitive quotes for Human-Centered Design services for a period of 24 months.

Services will include:

  • Facilitate strategic planning sessions.

  • Design and carry out human-centered design projects based on identified challenges.

  • Engage with and interview customers, staff, and partners.

  • Work with the WIB team and partners to develop customer journey and customer service maps.

  • Lead the implementation of system and process prototypes for the workforce development system.

  • Build capacity within the WIB team to understand and utilize human-centered design as part of our everyday work through staff training (both WIB and Employment Connection System).

  • Provide regular progress reports with documentation and engage in open dialogue to address concerns.

Qualified quotes are due no later than 5:00 p.m. on Wednesday, April 22, 2026, for consideration. Late submittals will not be considered.

The Workforce Investment Board of Tulare County (WIB) is seeking prequalified vendors to provide creative marketing and media services on an as-needed basis over a three-year period.

Services may include but are not limited to:

• Video production

• Photography

• Printing

• Graphic design

• Website content

• Other related creative services

Quote packages for the prequalified vendor list will be accepted twice a year. The quote deadlines are the first Friday of May and the first Friday of November.
