Building on What Works: A Focus on Impact for Tulare County’s Workforce

Stepping into the role of Executive Director of the Workforce Investment Board of Tulare County is both an honor and a responsibility I take seriously.

Our workforce system has a strong foundation. Dedicated staff, committed partners, and engaged businesses have built a system that serves job seekers and businesses across our community. These are good bones, and they matter. Stability, trust, and collaboration are essential to creating real opportunities.


At the same time, workforce development cannot stand still. The needs of workers and businesses continue to evolve, and our system must be intentional about how it grows, adapts, and improves. As I begin this role, my focus is on impact, how well our work translates into meaningful outcomes for the people and businesses we serve.


At its core, workforce development is about people. It's about whether job seekers feel supported as they navigate training and employment options, and whether businesses can find skilled workers prepared for today's jobs and tomorrow's opportunities. Improving that experience, for both, is essential.


I will prioritize an intentional focus on customer experience for job seekers. Every interaction with the workforce system should be clear, coordinated, and centered on individual goals. When services are aligned and easy to navigate, people are better positioned to build confidence, gain skills, and move toward sustainable employment.


Equally important is a continued focus on skill development that leads to good jobs. Training must be connected to real labor market needs and designed to support long-term advancement, not just immediate placement. Strengthening pathways that link skill development to quality employment supports both economic mobility for residents and a stronger workforce for local businesses.


As I step into this role, my focus is on gaining a clear understanding of where we are today and where we need to go next. In the coming months, I will be engaging with partners, businesses, and stakeholders to learn from their experience and assess the current state of our workforce system. That understanding will help shape shared priorities and strategies, particularly around improving the customer experience for job seekers and strengthening skill development that leads to good jobs. Together, we will define clear goals that reflect what matters most to our community, develop metrics for tracking progress, and communicate results so Tulare County can see the impact of our collective work.


Workforce development is a team effort. Real change happens when we listen, collaborate, and collectively focus on outcomes that matter.


I look forward to continuing this work together and to sharing more about our vision and strategies for the future of workforce development in Tulare County.
